Rex Mason and Sapphire Stagg visit Washington, D.C., where they encounter the Phantom of Washington, a ghostly figure attacking landmarks with an energy cane. As Metamorpho, Rex prevents disasters like fires and the collapsing Washington Monument. They uncover the Phantom’s tragic past as a French soldier rejected during the War of 1812, now seeking revenge. The Phantom’s quest leads to Simon Stagg’s theft of a powerful artifact. After a chaotic battle at Fort Knox, Metamorpho prevents a molten gold disaster, and the Phantom vanishes with his weapon, leaving the mystery unresolved.
